WASHINGTON (Reuters) - Democratic plans for revamping U.S. healthcare are taking shape, with Senator Edward Kennedy soon to announce a proposal which could form the core of the nation's new health system.Kennedy, a Democratic stalwart whose thinking is widely believed to track that of President Barack Obama on healthcare, is expected to unveil a plan in early June that will include both a new government program to provide medical coverage for all as well as a mandate that every American acquire some form health insurance

Anti-piracy conference.

An international conference is being held in Cairo to discuss the growing problem of piracy.
The meeting brings together experts in security, shipping and insurance as well as government representatives from 20 countries.At the same time, another anti-piracy conference is being hosted in London.It is a clear indication that concerns remain over the threat to shipping, not just in the Gulf of Aden, but in trade routes and waterways around the world. The latest figures from the International Maritime Bureau show that there have been 114 attempted attacks in the Gulf of Aden and off Somalia's east coast so far this year. Twenty-nine resulted in hijackings and 478 hostages were taken.The Cairo event is not officially sponsored by the Egyptian government, but is more a response from the private sector to the persistent attacks.They will discuss short-term solutions - such as improving security on board ships - as well as a host of longer-term policy proposals which they hope will streamline the international response.For instance, several countries have suggested creating an international court to try suspected pirates.For now, procedures vary greatly between countries as to what they do with the pirates they capture. The broad message from the conference is that piracy affects all of us. MOBILE (AP) — Allstate Corp. has begun selling homeowners insurance policies through a new unit that doesn’t have to get state approval to raise its rates.
Allstate has been dropping wind damage coverage from home policies in Mobile and Baldwin counties.
The new unit, North Light Specialty Insurance Co., is a lightly regulated surplus lines company. Surplus lines policies are written by companies not licensed by the state.
Illinois-based Allstate blamed the Alabama Insurance Department’s refusal to allow some desired rate increases when it ended wind coverage for up to 9,150 homes in Mobile and Baldwin counties starting in September 2008.
The state said its actuaries couldn’t justify what Allstate wanted to charge.

Phelps was beaten again at the Charlotte UltraSwim, losing to French star Frederick Bousquet in the 100-meter freestyle Sunday night.
Phelps touched nearly a full second behind Bousquet, world-record holder in the 50 free, after losing his first final in nearly a year the previous night. Aaron Peirsol beat Phelps in the 100 backstroke.
Bousquet went out strong, ensuring he had a big enough lead to hold off Phelps at the end — even as the winningest Olympian ever experimented with a new straight-arm stroke that is supposed to provide more speed.
The Frenchman touched in 48.22 seconds, while Phelps never really had a chance and finished second in 49.04.
"The biggest thing that killed me were my turns and my finishes," said Phelps, who holds the American record in the 100 free at 47.51. "I'm not disappointed with that time, but the finish was awful. There's small things I need to work on. But overall, it was a good meet."

In a sign that citizen outrage is beginning to have an impact, embattled insurance company AIG has sold two of its luxury corporate jets in the last two months and cancelled delivery on two aircraft, company officials tell ABC News. AIG has received around $180 billion in taxpayer bailout funds.
"As part of a comprehensive expense reduction plan, AIG has dramatically reduced airplane usage and sold several aircraft," said AIG spokesperson Joe Norton.
AIG sold two jets in its corporate air fleet in the last two months, a Dassault Falcon 900EX and a Falcon 2000EX EASy. It has also cancelled a 2010 order for a Dassault Falcon, and was able to transfer the sale of another Falcon to a third party, according to Norton. Norton says the use of corporate jets at AIG is down about 70% from last year.

The IPO would help AIG repay some of the $180 billion the U.S. government has plowed into what was once the world's biggest insurer, and allow the profitable Asia life insurance subsidiary, American International Assurance Co Ltd (AIA), to break from its ailing parent.
The at least $4 billion initial public offering, based on targets set by AIG executives, would make it the largest Hong Kong IPO since China Citic Bank Corp <0998.hk> raised $4.2 billion in April 2007, according to Thomson Reuters data.
After AIG failed to sell a large stake in AIA earlier this year, the insurer said it would continue to try and seek a buyer or an IPO. A statement on Monday was the first official sign from AIG that steps toward a listing are underway.

Although no pressure was put for the game to be withdrawn, the organisers decided to stop it with immediate effect.
"There was no formal complaints about the game but the Sports Ministers' views were taken into account and the organisers have withdrawn the game," senior BCCI official and a member of the IPL Executive Board Rajiv Shukla said.
Gill had last week denounced the SMS game in which fans made ball by ball predictions for cash prizes, saying it amounted to gambling.
"I see the commercial use of cricket for business gains, that is going on. I am concerned, at knowledgeable comments, from serious followers of cricket about the latest venture of encouraging viewers to make ball by ball predictions of runs scored for economic gain in the shape of cash prizes," Gill had said in a statement.

A group of major banks including Citigroup Inc, JPMorgan Chase & Co and Barclays Plc has sued MBIA Inc, charging that the bond insurer illegally restructured its operations by moving $5 billion of assets and leaving a key unit effectively insolvent.
The group of around 20 financial institutions and affiliates are seeking to ensure that MBIA pays valid claims on insurance it issued on defaulting bonds, but did not put a value on such claims.
MBIA, along with rival bond insurer Ambac Financial Group Inc, suffered huge losses in the recent financial turmoil as they were hit by claims on insurance policies they issued on repackaged debt, which turned out to be more risky than they assumed.
A spokesman for MBIA, which reported a profit of $697 million last quarter, declined comment on the lawsuit, which was filed on Wednesday in New York State Supreme Court.The company's shares fell 9 percent in after-hours trading to $5.16, after falling more than 7 percent in regular trading on the New York Stock Exchange.

Australia's acting captain Michael Clarke says his team can take pride in the way they have handled tough conditions to notch a long-awaited one-day international series victory.
Clarke starred with an unbeaten century to guide Australia to a commanding eight-wicket win over Pakistan in Abu Dhabi which gave them an unbeatable 3-1 lead in their five-game series.
Chasing Pakistan's 197 all out, Australia reached 2-200 in the 45th over on the back of an unbroken 197-run stand between Clarke and Shane Watson.
Clarke finished unbeaten on 100 with Watson on 85, the two highest scores by any individual batsmen in the four games so far, while their partnership was far and away the highest in a series that has been dominated by bowlers.
They came together with Australia in serious trouble at 2-3 in the third over, after paceman Shoaib Akhtar had taken wickets in each of his first two overs.
The win gave Australia their first series victory since last September, when they beat Bangladesh in Darwin.
Since then they have lost two series against South Africa and had a drawn series against New Zealand.
Clarke said breaking that drought, particularly on foreign territory, was much more significant than bringing up his own century.
"I couldn't care less (whether I reached the 100) to be honest, it didn't really bother me," he said.
"As I said to Watto, I said just keep batting and let's just get these runs.
"For me it's about winning the series, I'm stoked personally to make some runs, but I'm more happy that we've won the series.
"It's been a while since we've won a one-day series and to play the type of cricket we have in tough conditions, hot conditions, tough wickets, especially after coming from South Africa, the conditions have been so different.
"I'm rapt with the way we've performed, this group."
Clarke said while himself and Watson performed with the bat in this match, the bowlers had been very good throughout the series and had again laid the platform for the batsmen in this game.
Left-arm paceman Doug Bollinger was the star with the ball, picking up 5-35 in his second one-day international, after going wicketless in his first in Dubai a week earlier.
It was a fine effort by Bollinger, who picked up a wicket in the match's opening over, and struck again in two more spells, with Clarke using the bowlers in short bursts because the match was played in extreme heat.
"A lot of credit has to go to our bowlers, Dougy's come in and he's had to wait a long time for his opportunity," Clarke said.
"Not only has he repaid the selectors for showing him faith, but I think he's done a lot to push his name forward for future one-day selection and maybe even the Twenty20 World Cup.
"I think he's bowled beautifully and the rest of the guys, the rest of the bowlers, probably didn't get the same rewards as Dougy today but they did a fantastic job."

With rapid economic development of education, we shall have a rise in income of people. Then they will be able to contribute to social insurance easily.
